“Under existing law, the death penalty applies to many serious crimes that result in death, including sexual abuse and certain drug-related offenses. Some terrorist crimes that result in death do not qualify for capital punishment. That makes no sense to me. We ought to be sending a strong signal: If you sabotage a defense installation or nuclear facility in a way that takes an innocent life, you ought to get the death penalty, the federal death penalty.”
