An acronym for “Reducing American’s Vulnerability to Ecstasy”, the R.A.V.E. Act is aimed at stopping the use of drugs at rave parties. If passed, the legislation would make owners of clubs and concert venues criminally and civilly responsible for any drug use that takes places on their premises.

Higher Education Act of 1998
- 2001/12/1

Among the 1998 Amendments to the HEA is a provision that denies financial aid to students who have been convicted of drug charges. Beginning in 2001, students applying for financial aid found a question regarding drug convictions on their applications. The law includes both felonies and misdemeanors as grounds to deny a student financial aid. A growing number of congressmen have questioned whether this law is fair and have introduced bills to change the law.

States’ Rights to Medical Marijuana Act (HR 2592)
- 2001/12/1
(Link: http://www.immly.org/HR2592.htm)
There are currently nine states that have laws permitting the medical use of marijuana if authorized by a doctor. However, the U.S. Supreme Court has ruled that a federal law, the Controlled Substances Act, trumps all state laws, and federal law enforcement officials have said they will arrest and prosecute doctors who write prescriptions for pot. This new bill, if passed, would prevent the federal government from stepping in where state law allows marijuana to be prescribed or recommended by a physician for medical use.
